seeks protection and promotion of water needs,
water conservation, and rational drought management
in the regional water planning process and in
the development of the state water plan; promotion
of proper groundwater management and protection
of groundwater quality; protection of clean water
and achievement of the highest levels of surface
water quality; and strengthened regulation of
confined animal feeding operations (CAFOs) to
